What you've said makes sense, as I have seen big fields of wrecks, especially in asteroid belts from "wild" rats. Although, the question of whether to have an aggression timer for mission generated wrecks could be solved by that as soon as a miss...

Yep, this makes perfect sense to me. Especially when you consider that CCP have been looking at weapons that will do splash damage. (Cow hitting side of ship = messy).
